When driving VBLM from the command line, it can be useful to know when it has finished working and terminated. You can always track windows and such, but VBLM provides a simple way to know when it is running and when it is not.
Whenever VBLM starts up (whether from the command line or not), it creates an empty file in the directory where it is installed named Running.Now
When VBLM terminates normally, the Running.Now file is destroyed.
